The amount of CPU used is dependent on the scheduled interval and the amount of work PeerSync is doing. If you run in real-time (especially enhanced real-time) instead of scheduled mode you will see the CPU usage drop significantly.
Scheduling every x minutes will try to scan the entire source and target directories on that interval. Depending on the amount of data you are scanning it may take longer then x minutes to just do a scan without moving any data, so you might be running PeerSync end to end which would consistently use a lot of CPU.
