TCP Fails when leaving the Blackout Period

Problem/Symptoms:
TCP fails when leaving the Blackout period if using the "Suspend active scans" option. Depending on where the scan is suspended, calls to the PSListener do not complete, time out, and fail after the Blackout.

To Resolve the Issue:
Upgrade to PeerSync v7.4.3 (Released July 9, 2008) or newer
