PeerSync and Windows 2003 SP2 RealTime Profile does not show up and Intrervals Hang

We are running PeerSync 7.1

Since upgrading the server to windows 2003 SP2
The RealTime monitor doesn't automatically show up in GUI form. I have to kill the process a couple of times before it will display.

More seriously, the Hourly and Nightly intervals kick off but never terminate, and they *only* run as background processes

Has anyone experienced this?
